Most of the time the campaigns are silent because the factions are hiding out on campaigns mostly only in 1 colour.

How useless? it's a pvp zone. Most quests are repeatable. There is nothing to achieve by doing pve in a pvp zone. (but correct me if im wrong)
Campaigns wich are completely red/blue or yellow are empty. I suggest a pve Cyrodiil with all pvp removed for the pve players. So a proper pvp 7 day campaign can exist where people do pvp.
