Kicking High Elves other than the high ones?

So I joined a guild and the guild master said that you have to be a high elf that's high or you'll get kicked. Personally I've played MMOs in the past, my DPS is 150k and I was here since the beta so I don't know if this is fair or not?
I have to be high on my high elf to play with the guildies?
