As the question states which weapon can be a secondary weapon for S&B NBs?

2h will give you Rally and executiom
Bow will give you ranged attacks.
DW will instagibb you.
It's better to even run twice SnB than going with DW lol..

If however you are a stamsorc or stamNB DW can be used as your agro bar. DW simply will increase your dmg/crit because of the extra gear piece and passive stats.
As a NB you'll have better stamina skills from your class tree lines.
Stamsorc is the only class that can effectively use active DW abilities because of its class healing abilities.
SnB for defensive mode.
I cannot see why any other stamina class would use DW and it's active skills over 2h bow SnB.
DW active skills need a buff.

I use bow as secondary for my stamblades... because siege defenses in PvP.
Of coruse, I also don't really use S&B on my nightblades, but DW or 2H (have one of each) as their main closeup skill line...

Does that mean snb is your damage bar? Is this for pvp? If you're a SB damage build then either go defending 2H for rally, or you could try a defending resto staff which is a popular combo these days. Bow and SB is kind of weird but try it if you want. DW is not a good off bar weapon. And you can always run two SB bars which is fine also. If this is for pve then I wouldn't recommend SB as your main bar at all unless you're a tank.
