this week i'm seeing like 70% less engagement from my guild via activities, participation, raffles, etc.

did something happen this week that pulled people away? new game, school, etc?

    This is pretty normal for August. It's a big time for people to be traveling or with family, especially since most schools start in a few weeks. Others are spending time on the PTS.

    I will add though that my guilds have all seen a drop in engagement since Morrowind. Time will tell if things will rebound.

    I suspect any reduction in activity (which I haven't noticed on PC EU) is down to a combination of Summer holidays, PTS for the August DLC, and the launch of both LoTRO: Mordor and Secret World Legends. Some may still be having routing issues as well.
