Burning light templar passive

So I play a magplar on Xbox na and I have noticed while watching other parses that my burning light passive is not working. I obviously have the skill points spent and I am using sweeps on my front bar and spears on my back bar. I know the passive has a greenish blue symbol and I have all my buff timers up and for some reason it won't proc. Is this a tooltip issue or is the passive simply not working?

ZOS_GinaBrunoCommunity ManagerBurning Light never applies a buff, so you won't see it pop up on your buff timers. It just deals damage directly to the target.Gina Bruno
