Is there any usefulness for this spell ?.
What exactly it is used for and which morph is generally better for single target ?

Ele drain is a core healing spell of any trial healer. It provides major breach which decreases opponent magic resist by a lot. In addition, it provides minor magicka steal to allies who attack the enemy.

You can also ele drain as many enemies as you want. It lasts 24 seconds.

Some of the goodness of EleDrain has already been mentioned above, but include:

    No cost.
    Full 28M range.
Does not aggro foes so you can 'pre-paint' as many as you want before the fightin' starts.
    Lasts a long time.
Debuffs foe and gives magicka to allies.

The only drawback I have with it as a healer is the lack of flexibility in slotting it - must go on destro bar.
PC NA(no Steam), PvE, mostly solo

Major breach increases dps by something like 7-8% for all magicka builds in your group. The magicka steal of Elemental Drain is also very useful if you have trouble with resources.

In dungeons you will always run with restoration and destruction staff anyway.
Did not know the non agro part, has to check it and if true i will cast it before tank engages.
Grinding just make you go in circles.
Asking ZoS for nerfs is as stupid as asking for close air support from the death star.

Yes, I run my healer with resto/destro but prefer to have the longer buff/debuff/HoTs on the resto bar and the shorter duration stuff on destro - EleDrain is a bit awkward in that regard causing me to bar swap more than I'd like but I'm pretty used to it.

Would love to able to have the long duration EleDrain on the same bar as my long duration Rapid Regen (resto) and Extended Ritual (templar) but can't get all three on the same bar due to resto/destro considerations. As I said though, given all the goodness of EleDrain it is only a minor drawback.

For a healer, EleDrain meets that 'perfect' requirement: A spell that not only helps your team but helps you as well.

Heck, I like EleDrain so much that even my dual pet magsorc (who usually runs solo) puts it on one of her precious few available slots.
