There's a million ways to make gold in ESO, as long as you setup how much you want to make in a period of time, and focus on doing that. And it's very easy since nobody can stop you from doing so (that's why I believe Open World PvP is the way to go in mmorpgs. Much more fun)
The most brain dead way to make gold is to farm WB, Dolmens for good Trait set items in overland. When I first stared playing the game it was fun doing these with friends or random people in pairs or very small groups. Soloing them was considered an achievement for a while. So much for low lv adventure these days.
Some people are not very concerned with making gold. They either have it or find other ways to get good gear/consumables.
This is not a topic about how to increase your gold.
Make Quests in Cyrodiil, (except Alliance War quests at the base) reward upon completion 3-5-7k gold. This will make quest hubs filled with people that want to make a bit of gold, or people that want to kill others.
A better scenario would be to introduce a new currency, which is awarded by completing those quests, but can also be stolen from a player by their killer, just like TV stones in IC. The amount of this currency awarded by a single quest should be equal to 3-5-10k of Gold, once sold to an NPC back at the base camp. Given that this currency will be lost if the player dies in any way, the player should travel to the nearest keep and teleport back to base, if they don't want to lose their precious currency.
I believe it should be easy to implement. ZOS you can also lock this content behind IC or Morrowind. Personally since I don't have morrowind atm, such a feature would make me want to by the chapter, in order to access this new gameplay in Cyrodiil.
