Pact Advocate Quest Bugged

After completing my initial playtrough of the Daggerfall Convenant I went on to play the Aldmeri Domion for my Cadwell's Silver Quest but when I came up to the the quest Pact Advocate in Grahtwood I encountered a bug with an NPC.
The whole quest works fine but the moment that I have accused someone and have to escort them to the execution chamber they are there when I enter the door but as soon as I go through the door they jusy vanish or they walk half way down the ramp before vanishing witch causes me not being able to complete this quest.
This bug is on the European Xbox One server of Elder Scrolls Online
