It may not be bots by definition but they are either multiboxing or farming using a modified controller.
I've seen multiple players, on Xbox, in Shattered Grove standing in one spot with 2 pets active and using heavy attacks pointed at bear and wolf spawn points. The players have random names, if you check their gamer profiles you'll see that they have almost no history and have played nothing but ESO.
If you see multiple characters in a train acting almost as one they are most likely multiboxing, playing multiple characters on multiple consoles using a single controller. If you see a number of players standing in one place like I've seen it's highly likely that you are seeing a single player running multiple consoles with the characters simply attacking the spawn points.
In either case they are farming materials that get sold for gold, they then sell the gold to players through a gold selling website. That seems to be the MO.
One somewhat interesting thing I noticed was that if you stand on the spawn point the NPC bear/wolf won't spawn. What ZOS needs to do is randomize the spawn points so they aren't predictable. Of course that would also make it difficult for regular players to farm materials, that may make some players unhappy.
Maybe people afk, managing to keep their character doing the same motion but its not bots.

Maybe the wrong term on the OP's part but they are gold farmers and the methods they use are definitely against the TOS. As I mentioned I've seen them in Shattered Grove, Auridon just last week. I have finished the quest there so the bears & wolves are neutral until attacked. I should see if they are there on an alt that hasn't started that quest.
It's hard to believe they're not bots, I saw a LOT of them in the Alik'r Desert by Ancestor's Landing on Xbox One. They were all sorcerers with pets out just mashing wall of lighting on a bunch of mudcrabs. All under level 5 and with random gamertags and names like someone facerolled a keyboard. I could believe multi-boxing and using modded controllers if it was just that, but a bit after I arrived they started to leave, one at a time all following the exact same route, and making the same movements, like stopping behind the same pillar for a second and then moving on.
