Cyrodiil quest "Secrets Revealed"

The lorebooks addon says there is a book on Cyrodiil called "Your Final Chance" which is available through a quest called "Secrets Revealed." I found a youtube video showing where to pick up this quest from 2014, but the letter by the dead body in the video isn't there. Its not in my inventory. I cannot find any further information on how to get this quest. Anyone remember this quest or have info for where to pick it up?

Serkazong✭✭Update to my post, I should have tried this before, but I tried to find the quest on another character and it is there and you can complete it. But, the book is still not there.1
