Out of game notification

So this game, reminds me of Navy.
Laundry time? 5 hour que
Need hazmat material? 1 hour que
Lunch time? 2 hour que
Medical? 2 hour que
You leave, you have to start que all over again, people don't play the hold my spot game in the Navy.

So I'm gonna go ahead and play GW2, while waiting on these ques. My question is how do I set it up so I get the DING/notification informing me, I can finally play now while not having the game active, aka game is minimized and another window is active?

Is there an addon or something?
I know for fact GW2 has this, with their pvp system, they addressed ques and made it so the DING occurs when out of the GW2 window, so I know you can do this, so how do i do this?
Figure I can get in 2 to 3 games of GW2 PvP or do some PvE like a fotm, before finally getting passed que state of ESO.

Everytime I see people say que I think they're randomly saying what in spanish.

But as someone who has played ESO since initial launch there is still so much they can do to improve the game. Things other mmo's have that should come standard in any game like it.

I don't think there is an Addon that inform you about these things. But where is the problem to just log in and have a look? It doesn't matter, if your analysis is finished and you log 3 hours later in the game to start the next one. You don't have to rush
