Yes. And I couldn't place an EP forward camp that would totally help in our base because I was the "wrong alliance". Smh.
I'm going to go out on a limb and assume that the three BGs teams are coded as 0, 1, or 2, and that they correspond to the alliances. So I guess green is the same index as EP, and... (god, what were we, orange? either that or purple...)the other teams are coded as AD and DC.
I can wear the hat again tonight and we can play around with it. See if it keeps it for green but changes it for orange and purple.

Purple is DC, green is EP, orange is AD. So it's definitely a case of the cosmetics checking not for the character's alliance, but the current character's "team". Which makes sense in Cyrodiil, as an EP character would only ever be on the EP "team". But in Battlegrounds, you can swap teams.
Sooo seems like there needs to be a way to check for the character's actual alliance - this can definitely be done, because players' PVP ranks show up correctly in Battlegrounds regardless of team - and use that for the Alliance War cosmetics.
e: Pelinal's MIdyear Boon Boxes also are affected by this, as my Pact character got a Dominion forward camp. All of my characters are EP so I can't even use this.
