I am not sure what the primary method of regaining mag when you are frost tanking is. There are sets like Desert Rose, Magicka Furance,Bloodthorne and Black Rose. And the monster set like engine gaudian. That I have seen tossed around as options.
In any case. My Breton Magplar tank runs double sword and board. Akavri Dragongaurd and Spectres Eye (I know its werid) and with the buff next patch I'll be running shadowrend as my monster set (I just have no shadowrend shoulders ). basically results in big Mag regen numbers to allow me to just spam that breath of life with lots of Health and Magicka. Stam can be a bit of a struggle but I think with practice (and pots) I'll be able to handle it.

Long answer. Speaking for myself, the frost staff is THE way to go when I am truly spec'ing for ultimate survivability as a templar "tank" healer in PVP. The real rub when spec'ing for peak tankiness as a healer is that you've got nothing left for contributing for offense after you have spec'd all for survivability and heals. You have to put so much into making the sustain happen to compensate for heavy armor that you have nothing left to put any punch in your attacks. So with no offense, how do you contribute when momentum is in your team's favor? Answer: roots kill people. Get destructive reach with a frost staff. My defensive bar is 1h/Sh and my other bar is a frost staff with destructive reach and dark flare for major defile. You may not get the kills, but you will enable your team to kill those players that are so skilled at surviving. This is a support build so you must have allies, but its a fantastic support build. If your dps'rs are able to put any pressure on your opponents, then the enemy just can't afford the time it takes to kill you (and your team kills them when they don't realize this), your heals keep team mates alive when they ignore you, and your roots and major defiles create kills when your team is pressing the attack.
