The Green Pact laws only apply to the Bosmer living in the Valenwood. The Khajiit that "hurt" that flower wasn't in the wrong, the Bosmer was just too butthurt over it. I still never fully understand how that Quest made sense.

Other races are not bound by it and Bosmer can even exploit this without breaking the pact like paying an non Bosmer to remove vegetation.
