In ebonheart gate in Cyrodill player cannot get quests off of any boards. Why?

✭✭✭✭✭He did not complete the quest "welcome to cyrodiil" he got when he first entered the zone. He has to either complete it (training with siege etc.) or go talk to the general and tell him he does not need training. Then the bounty boards become active.5
