Using the term Unique in your question is probably throwing some off as one might think you are referring to the named drops.
Also, their is unique gear that drops, not much, but it is labeled unique unless it has changed. Used to be the neck from WGT and the shield from ICP quests were unique and purple. They are not blue and I do not know if they are unique anymore since the set bonus on them changed as well.

Yeah, Dungeon uniques can drop in purple, if you play on vet. Non-unique overland set items can drop in purple. So, for example, you can get Seventh Legion rings in purple. What the original poster is asking about are the unique named overland drops. Specifically a version of the Seventh Legion ring that has Robust instead of Healthy. That ring, as far as I know, does not exist a purple.
There are unique purples. You get them from vet content, from some quests (as you mentioned). They are out there. But, this specific item doesn't. So far as I know.
