Forward camps not tradeable -- intentional?

I had somebody offer to give me all the forward camps that they had received as part of the midyear mayhem. However, it seems that forward camps don't show up in the trade interface, unlike other PVP items (e.g. siege weapons).
Is that intentional? The camps don't show as bound.
