She practically begs you to send her to the Shivering Isles, so really YOU'RE the monster for not honoring her wishes. Plus, she never fit in around everyone else anyway, so it's better for her to be around people who understand her.
I also always send her with Sheogorath. Not because of the two skill points, but because I think it's the better outcome for her. And, seriously, the first time I finished this quest, I thought to myself
"I don't care about this book, but please take me with you as well!"
I actually envy Valaste because she gets to live on the Shivering Isles.
But on topic, it is a bit unfair, that you can miss these skill points. On the other hand, finishing the mages quild questline doesn't take that long and you could always make a new character just to get the book and put it into your bank for another char.

If you actually pay attention to what's happening in the mages guild story line, including all the ghost image memories, you will quickly realize that sending Valast with uncle Sheao is the right choice. Keeping her and supposedly curing her is the truly evil choice. I'm surprised no one else here noticed that.

Are you kidding? Did you play Shivering Isles DLC? It's the Oblivion equivalent of a mental asylum. The people who wind up there are broken beyond redemption, and are the toys of a mad god. And now the mad god is coming to Nirn and exploiting the sad past of a brilliant mage to add to his toy box, and you're not only fine with that, but you want to be another toy?

4. You don't need those two skill points. Even without them, you can have enough skills to unlock abilities for two full roles, all craft skills, all guild passives, and still dip into TG and DB.
Just because he did not care, it does not mean YOU should not. On too of that, she's being mind controlled, how can she ever be happy when she is not herself at all?
