Launcher Stuck At LOADING - HELP!

My launcher will not open past the LOADING screen. I have uninstalled the launcher, deleted the folder from my hard drive, cleared the recycle bin, restarted, reinstalled the launcher, and I am still stuck at this loading screen. I have tried to turn off all my firewalls, tried to download on my wi-fi connection, hard-wired through the modem, etc.
Is there a mirror site I can download the latest patch from so I can by-pass the launcher to open the game? There was a new patch today 7/24/2017, and I cannot download it because the launcher is broken. This is really aggravating that I cannot even get the launcher to let me use its tools to repair it, or get to the PTS.

✭The time I got this I selected run as Administrator in the shortcut's settings. Fixed it for me.
Also important to have all the required libraries, they should be installed automatically nowadays but check this comment out for more details.

if your game completley up2date, then just use the exe in the game directory, and skip the launcher,

Seyer530✭✭✭Yep, this was a new issue never before seen.
After a ton of research and trial/error, reinstalling Adobe, java, the latest windows 10 updates, I discovered the issue was two C+++ 2010 program files that needed to be deleted out of my PC though Add/Remove Programs in control panel (who the heck would've thought to do that?), uninstall the launcher, restart my PC, and then reinstall the launcher. So dumb that it took me 3 hours of tinkering to get it to work.0
