If you knew anything about how game development (or business in general) works, you'd know that the devs deserve the least of the blame for this game's issues. Devs are at the mercy of their publishers. Zenimax has already laid off a chunk of folks at ZOS (straining an already lean development team). Zenimax takes all profits from ESO and then redistributes them accordingly (not all the money necessarily goes back to ZOS; in fact, I would guess that most of it goes to other projects). ZOS can't steal money from Zenimax to buy new servers. They need Zenimax to commit the resources.
