There are about 60-80 sets that are considered "proc-sets" in the game. Sure remove them all......

Well if we do that we should probably remove passive bonus we get from sets... i mean they dont require any skill to use....

Direct damage proc sets, including helms, should all be removed from the game. They require no player skill and they do "invisible" dmg.
Having dmg proc sets is what zos (stated publicly and) uses to close the gap between highly skilled players and noobs. Problem is that highly skilled players have access to the set too, and have a much better understanding of the games internal system to utilize them to the max.
So yes. Remove all dmg proc sets from game. Ill miss my selenes, but not that much

I'd rather remove all only passive bonus sets from the game that do not have some sort of interactivity...there is nothing more boring than a +5% damage skills...i think even passive bonuses should have some interactivity like +5% when you do this or that
Maybe they should just make a 'counter' set? As is a set that 'resists' procs? Or maybe add resist proc as an additional trait for nirnhoned?
Something like that anyway. Point being, rather than a direct nerf bat, give the player a strategy to counter the issue.

We are polar opposites then. I think silks of the sun is ok but burning spellweave should be removed.
Remove from PvP or tone down yes.
Nearly all the old sets were 'proc' and we didn't have an issue. It's the new ones that are big issues and the ones that stack
ONE proc per tool rule would help perhaps. Maybe make it a proc or poison slot.
It's the 1 light attack proccing two sets and a poison or enchant that bugs me that
