Need Nightblade Help vs PvE Frost Damage

I am currently playing a CP160 Stam Nightblade, and recently I have found it nearly impossible for me to fight regular PvE enemies that use a frost staff. I don't know why, I can handle pretty much everything else solo just fine. But even a non-boss regular frost staff wielding enemy kills me in just a few hits, no matter what I do. I could really use some help here! It's making it impossible for me to finish quests that have bosses with frost staffs, and I am at a loss here.

Are you able to CC these bosses that are using an ice staff? When I was leveling up I used to have trouble with some hard hitting NPCs and I found that the Nightblade skill Agony (and its morphs) were beautiful for CCing bosses and giving me time to heal, get resources back, or set up my next barrage of attacks.

The key is to just make sure the enemy won't be taking any damage when you use it because they will instantly break free from the CC.

I also notice that as a nightblade, I am very vulnerable to enemies using frost staff's.
