PvE Templar healer here. Won't use it due to the cast time. There are more great skills for my healer than I have slots for so the only thing with a cast time I'll accept is a heavy attack. Lol.
I use Extended Ritual, Rapid Regen and try to keep Purify up for HoTs, Healing Springs for targeted AoE heal. BoL for burst heals. Combat Prayer is a good healing too but can't fit it on my bars.
Your friend is wrong. It's one of the top 3 worst skills in the game.

In a full campaign it is amazing and i use it to great effect on my pvp healer. It's awful If you have any aggro at all. It is very easily countered by 1 person.
The key is spamming it while moving, not hitting it when someone needs a heal. Two templars can heal an entire outpost with proper positioning and it's much faster and easier to set up than springs.
It's radius is massive. But if you're not spamming it and youre using it to heal reactively, it's awful.
It's sort of like grand healing..except you have nothing indicating how many people it might actually heal, it isn't instant, you have to be "in the action" to even make it do anything, and the only morphs it has is allowing you to move faster than non-vamp sneak speed while casting, or heal for a Grand Healing tick to some random person outside of the radius that isn't easily determined anyway.
TLDR: Healing Ritual is horridly designed. Go Grand Healing instead.
Having a cast time makes it pretty much useless. In many cases that 1.5s makes the difference between saving the day and wiping. I prefer HoTs (Rapid Regen, Aura) and instant heals (BoL, Springs). You don't need anything else in that sense... apart Combat Prayer.

Its the worst skill ingame, there is no reason to use both morphs
Only the animation is good..
The skill should be
1. An instant and make a small dot over 20sec to all targets in range. Then healing allies for the damage it does or give lifesteal to them all too..
Other option would be
2. An instantcast which gives a kind of protection to all guys in range, everytime when the templar get damage, he heals all guys for some% of the damage. The healing effect is based from Max Magicka and spellpower.
I really dont agree with a casttimeheal. When we need to cast a heal 1,5sec, we should get a very powerful areaheal and a hot over 5-6 sec for all together.. And then would spaming healing springs maybe more powerful too, cause of easier using..
As a templar... the problem with healing ritual is not the cast time but the range of the skill... ONLY 10 meters...... it makes this skill completely useless..... just cast BoL several times
