Blade of Woe - unavailable on some logins

Lately I've found upon a login, the Blade of Woe skill is not able to be used - the R key simply doesn't appear while in correct position and distance behind NPC while hidden.
A /reloadui does not fix this, it requires a relog to fix.
This bug appears fairly rarely, maybe 1 in a 100 logins.

✭✭Steps to repeat -
Login, use Blade of Woe skill on NPCs, relog and see if skill works - if it's available then use Blade of Woe skill a few times on NPCs and relog rinse and repeat and possibly change character several times in process, till you log in with Blade of Woe skill not being available.
Might take many relogs (as I guessed, maybe 1 in 100 login before this skill bugs out).0 -
