Then install this add-on to keybind your consumables.

I don't think so but you can put them on your Quick-slot wheel.

If you are on PC/Mac you can use the addon Pimp My Ride. This lets you randomize your used collectibles (you don't have to, though), but also allows you to put a keybind for basically any collectible you have unlocked, including mementos.
