Hello everyone, every once in a while I hear Molag Bals laugh. It seems random but does anyone know why?

    Are you in the Imperial City? I know when you encounter Scamp Arches and trapped chests, you can hear him laughing. Otherwise, unsure.

    I believe that some daedra can summon small daedric portals which spawns scamps, and Molag Bal will laugh when they do so.
