The Fall of Falchou quest bugged

So last time I played I had wrapped up "The Fall of Falchou" questline - talked to Captain What's his face, gotten my reward, donezo. But now when I log in it says the quest isn't done and I need to talk to Captain Gautier. Problem is...the captain is no longer there. There's just a white arrow would he should be...and no actual NPC. I am really unsure how to wrap up this questline now... I don't think I can just deactivate it and start it again because it involves ***spoilers*** time travel. I've tried restarting the game, going into other locations and coming out again, etc. Any advice? Besides just let it go?
