Opening Reward Bags Bugged

Recently, whenever I try to open reward bags, I show an empty bag and can not accept or close it using normal means. Clicking the menu button will let me exit, but repeated attempts to open them yield the same result. Reloading UI does not fix this reliably. Traveling to a new area sometimes does, sometimes does not. It seems random. Tried logging out/waiting/in, did not consistently fix it, though it did sometimes. I just had to wait and try to open them every so often, eventually it would work.
Note: Image shows coffer, however this was happening with Dark Brotherhood Reward Bags as well.
