Race Change

I bought a race change but it seems I am only able to change to one of two races--Argonians and Dark Elves. Am I really only able to change to races within my faction? That's terrible. I want a refund. All of the races in my faction have lousy caster passives. I don't know what I was doing when I first created my character years ago. Now it seems I'm locked in.

if it is because of the faction thing, then yea I think there should be a note saying that the change is still faction restricted using the race token. you can always make another character though

No you should be able to change to any race. must be a bug because I did it 4 weeks ago.

You can hit "back" on the screen to exit out of that menu without spending the token. Perhaps they'll give you a refund if you ask.
To change to any race, you also need the Adventurer Pack (I believe) for an additional fee. They REALLY need to tell people this on the race change token so people don't get taken for a ride.

It always was obvious to me that the racechange would be unaffected by faction restrictions... I mean, those are two entirely different things.

But yeah, the "Any race, any alliance" unlock might be helpful if you like to play outside faction limits

(Or a reworking to passives to make them have less endgame effect)

Well, if you have your character based in AD, and do not have 'any race, any alliance' and try to change to Dark Elf or Argonian, then yes, those races would be unavailable since your character is based in AD. You'd have to create a new character set in EP if you wanted those two races outside of 'any race, any alliance'.

Dark Elves are great casters, especially if you will also roll as a vampire.

Races have always been locked to alliance unless you have the any race unlocked. You would have noticed this when you first created the character I'm sure. So demanding a refund wont work I'm afraid.
