Can't open Hall of Justice Bounty Dispensation

So I recently completed Oxen Free and got a Hall of Justice Bounty Dispensation from Bravosi Felder.
It goes into supplies and when I click on it to open it, it comes up with a blank list. I can't press A, B, or X and to exit, I have to press the menu button. It took around 5 tries of repeatedly opening it and exiting to get the items to show.
