The First Step Quest is Bugged

I am attempting to complete The First Step quest in Reaper's March. I'm on the part where you're supposed to talk to Shazah.
But she isn't there at all.
I have done some preliminary reserach and it appears that this is a known issue. And apparently this quest is important towards completing the main story line. What am I supposed to do?
