[PS4][NA] Bugged Safebox in Rawl'kha

Over the past 48 hours one particular safebox in a merchant's stall in Rawl'kha has become bugged. I go to unlock it and it says someone else is using it even though there is nobody else there. I first noticed it around warden bear familiars standing next to it but tonight it happened with nobody or their pets nearby, only NPCs. I'll try several times with the same result. Sometimes if I walk out of town and come back I can then unlock it but sometimes not. This is the safebox in the merchant's stall that's just across the road from the blacksmith station, next to the alchemy station.

The chest in Grahtwood tree, 2nd floor, behind the bag merchant with the low rock wall, 4/5 times I've tried it in the past several days, it says someone is using it as well. 1st time I thought "where the hell is he?" then realized no one else was on it...0
