I ran across a person a while back who had installed a new graphics card. Turned out that he forgot to connect it to the power supply, so it was running off of the PCI slot power. Naturally, it was not working very good like that, but it did work well enough that this was not noticed right away.
Without being able to see the system specs, that jumped to mind right away.
Check the card power connections to make sure that it is plugged in, both to the card and the power supply, and verify that your power supply is able to support the card.
Also, do you have other games that you can play that might also not be working on this new system?

I wonder about this also. Those max GPU temps seem low for a stress test. I am not sure the GPU is running at full load.
Also is this issue only in PVP? I have never encountered this since launch. I don't do much PVP though.

What made you think server side lag and general poor ESO client/server netcode could be fixed by buying a new computer?
