I have tried multiple times to win this quest only to be beaten by Skar. Now I am going to wait and gain a few more levels before I try again. I don't see that this quest is a solo one but i never see anyone else inside with me when doing the quest. Are there isolated quests where you are the only one facing the mob? How do you know when that is the case? I can't remember the other quests but I do remember standing outside a door watching players go in, then I would go in and find I am alone. I don't understand this.

I am not 100% sure but I believe this quest is instanced to you/your group, yes. If you are having trouble with the fight, you can do a few things:

1) Make sure your gear is up to date, meaning your level or just slightly below. Having some crafted sets will help. Letting your gear lag behind will make you progressively weaker.
2) What are your attributes invested in? They should be in either magicka or stamina, depending on what kind of weapons you're using. This will greatly affect your damage and ability to keep casting abilities.
3) Stay out of red circles/areas, block incoming heavy attacks (you'll recognize them by the yellow sparks around the boss' arms when he's preparing to fire them off)
4) Check what skills you have on your bar, if you have damage, buffs, mitigation. Don't simply spam light attacks, that won't give good results.
