3 days only applies if the person doesn't look at his mail.

3 days or 30 days. Either or. I had an issue the other day and the person I spoke to or more to the point, "people" all stated 3-30days.

It says 3 in game when you get a COD mail.. whether that actually works or not /shrug.

I was getting griefed by someone, I sent a high value item (600k) and the guy said he had received it and used it. I initially thought my cod had went missing, but turned out he was griefing me. I think ZoS forced cancelled it and i got my item back minus the 30k fee. The norm is 30 days I got told repeatedly. That was only last week.
