Why can't we access the Guild Store in Cyrodiil?

Is there a particular reason for this? Always just accepted it at face value.

✭✭✭It could be possible that guild store usage was left out of the Cyrodiil bankers in order to encourage use of the guild traders at owned keeps. And leaving IC to try and find a keep would be extremely frustrating so they allow it at the IC banker.
