Morrowind on Steam, ESO on ESO store, how will it work?

My dream would be to link my ESO account to Steam, but support clearly says that it is not possible (even though it would be common sense to let players do it and not the viceversa Steam > ESO account as gamers who bought it on ESO store did so BEFORE the game was sold on the Steam platform) . What would happen if I bought morrowind upgrade on steam, without having a standard edition on it? Will I be able to play from steam with my account? It says I will be able to link the Steam account to my ESO account, what does it mean if I just own the expansion on steam and the base game outside steam? Why there's no way of contacting a customer support to quickly clarify these minor issues? Yes, I already googled and couldn't find a sure answer.
