Free the captive dog in Mistral! It would be nice to have a quest for that

Every time I go to the bank in Mistral I see this poor dog, Preens-Ears, displayed in a cage next to the bank building in front of a gawking crowd of cats! ZOS it would be great to have a quest where we can free the dog, and afterwards the cage is empty :)
