And might require a new or updated engine/Physics engine.

Quite a long time ago zos said (on eso live iirc) that flowing capes won't (can't) be added to the game.
Back when people were first outraged by the Breton hero costume lots of people asked and argued for it to be improved, but nothing was said or done then.
I hope you get a response from zos, but I wouldn't expect good news.

We still have pics of capes in-game as well.
Apparently capes cause more stress due to physics or whatever, but this is an excuse. I won't claim to be a game developer ofc, but technically-speaking, games (including MMOs) have handled capes before by having them count as part of your character's body. It is essentially invisible under normal circumstances but enabled and totally customizeable when *equipped*. The motion of the capeis pre-set so it obviously won't react to rocks or wind unless their new Inverse Kinematic System would function with capes too. Think of it like ZOS allowing us to polymorph into a human with a wierd-looking third arm protruding from their back (aka the cape), which can be retextured with different equipped capes. If we can become Dremora or even Goblins this is easily doable.
There are essentially ways to make this work, but ZOS doesn't care. They can make far more money with waaaay less work by reskinning mounts and focusing on housing and soon Transmogrification. No one in their Dev team is likely even competant enough to implement non-buggy capes anyway. Changing textures and reusing game assets as much as possible is always the easiest way to make money.

Capes in Guild Wars and ToR both clip through your body, which people would *** about just as much. At best this does probably require a rewriting of the base physics engine of the game so "can't" is usually a relative term that actually means "impractical for something stupid like capes on a single outfit"
Edit: ultimately the better option is to remove the cape entirely.
