Hel Ra Citadel Bugged for Months

@ZOS_GinaBruno Please fix it.
The last n times (where n>5) Hel Ra has bugged, and we've had to abort the run.
(1) Mostly, the low side boss fails to reappear after a wipe, or sometimes appear at all for the first time.
(2) If someone leaves the 6 person team on the low side, while the 6 person team is up top, that person can't reenter low side. The lower door is shut.

✭I was in one where the top group wiped, we finished the bottom boss... then the top group was still in combat so couldn't revive, so the bottom group commited suicide... and then no one could revive. We disbanded the run as a result.PC/NA - Nightfighters, Raid Leader and Officer
