Racial Passives unbalanced? An Alternative?

Every time there is an update there seems to be a whole bunch of threads saying "My (insert race/class) still sucks". Normally things like why can argonians only be healers? Why can't my Nord be a mage etc.

The general consensus every time is that racials have to be strictly lore based and not overpowered and this is why with a limited 3 slots of racial passives parts of a races entire lore is ignored. For example, Argonians don't have 1 racial passive involving stamina or crit or melee damage but shadowscales are common enough in the ebonheart story line?
Wood Elves only have stamina and stealth passives despite Spinners being everywhere?

I'm not going to do all ten races but you get the idea...racial passives often ignore large parts of races lore because there isn't enough space to squeeze the entire lore in to 3 complimentary passives.

However, playing through the Morrowind DLC gave me an idea and so I propose an extra skill line...which would be called Heritage or Ancestry or something similar.
See in Morrowind we encounter 3 groups. The Ashlanders, the Morag Tong and the Telvanni. What I'm proposing is that along with picking a race at the start of character creation you would select a Heritage.
Alternatively heritage lines could be selected by going to a location, like Mundus Stones, and leveled up independent of each other, similar to the vampire and werewolf skill lines.
Regardless of the method, only 1 Heritage line could be active at a time and I'm hoping it would bolster characters current strengths or allow for more build diversity (StamBlade Argonian perhaps?).

I haven't really come up with an in depth system or heritage options for all races but I think it'd be a good way to get around the racial passive argument without ruining the lore.
I would hope expect all races to have 2 Heritage lines, I'd personally like to see 3. I'd break them up in to Stamina and Magicka, if there was a 3rd Heritage it could cover health.
I wouldn't expect to see any new or niche passives, simply taking 3 complimentary racial passives and making it a Heritage line. Maybe toning the strength down slightly. (Example: Khajiit Passive Carnage boosts weapon crit by 8%. Heritage equivalent could boost for 5-6%)

Rough idea: (I'm still filling in the blanks)
Wood Elf: Scout/Spinner
Argonian: Shadowscale/Histkeeper
Imperial: Legionary/Battlemage
Khajiit: Smuggler/?
High Elf: ?/Thalmor
Redguard: Sword Singer/?
Dark Elf: Morag Tong/Telvanni/Ashlander
Orc: Clansman/?
Breton: ?/Cultist
Nord: Companion/?

Example Skill Line:

Morag Tong:
Cutpurse (Khajiit - +15% XP Gain in Medium Armor. +5% Chance to Pickpocket)
Stealthy (Khajiit/Wood Elf - Reduces Detection radius by 1/2/3m. Increases damage from stealth by 3/6/9%)
Exhiliration (Redguard - Increase Stamina recovery by 3/6/9%) OR Y'ffre's Endurance (Increase Stamina recovery by 7/14/21%)
Conditioning (Imperial/Redguard - Increase Max Stamina by 3/7/10%)

These would all be capped at ~60% effectiveness (6% increase to stamina instead of 10% etc.) And their titles would be changed to make them more Relative to a Morag Tong Heritage line.
What's your opinions?

Tl;dr: Lore friendly addition/alternative to racial passives.
