as unbalanced like duels?
It's not worth $39,99. And if purchase via steam is legit (though people here have problems when buying it from Steam), than 29,99 is still too much.
You're better off buying Imperial City if you don't have that already. Wait until the price for Morrowind lowers to 20 or below if only one thing interests you.

more like you queue for a game solo, you get put in a group of 2 against another 2 teams of 4, so unless your one of the top pvp players there is only 1 outcome, and a waste of your time.

Are you going to be waiting in queues? Yes.
Are you going to get proctatoed? Yes.
Is soul assualt going to burn your butt hole? Yes.
Is it still going to be fun? Yes.
- Update 23Ice Furnace: This item set now grants Spell Damage, rather than Weapon Damage for the 4 piece bonus

About 95% of the people can't get into battlegrounds with a group of 2, 3 or 4. It just sits there, asks if you are ready, asks if you are ready again, maybe 20 more times then you get thrown back into the queue. Rinse and repeat. IF you queue up solo you may get in anywhere from 3 to 20 minutes. This will most likely result in a 2 x 2 x 4 fight, very rarely will you get a full 4 x 4 x 4. When you do get in and there is a team of 4 they are usually a pre-made group who will wipe the floor with you. No need to look at your death recap, they will be all procs, viper, red mountain, Velidreth... Those are the 5% who never seem to have any issues getting in.

Maybe I'm in the 5%, but I solo queue, never wait more than 5 minutes (often less than 30 secs), and about 50% of the games are 4v4v4. And it's a blast.
Group que is F'd up, but they seem to be trying to get it sorted at least.
I'm XB1 NA btw.

2 games mode aren't about pvp.
Clear balancing issues
Queue issues
Imbalance in the design of the game modes.
Getting solo vs premades
Getting grouped with lowbies who basically feed.
Getting put into a 2v4v4 deathmatch and being punished if you leave

So for me at least, totally worth it.
60 min queue, CTF match over in 2 minutes.
Gonna say no.
Also, gonna say BGs sets ZOS up for the prize of worst game designer ever.
