Is this a new mechanic, or an unfixed bug?

Banished Cells 1&2, normal and vet..
High Kinlord Rilis no longer moves from the platform, also Varain Pellingar in Wayrest Sewers no longer jumps down from his perch!

Both bosses are still easily beatable, but I'm 99.99% sure that these are not intended mechanics..,

Has anyone noticed these happening regularly, or are there other broken dungeon mechanics I haven't mentioned, Pls let ZOS know so they can set about fixing simple bugs.......

    This has been happening since Morrowind Launched. Very likely unintended.

    Ha, has the Wayrest guy been up there for you too? My favourite part was his long frontal aoe with water splashing all around and stuff...all of it up in the air, 5 m above actual water XD

    Is it actually the case for everyone now? I haven't run Wayrest since Morrowind, have seen that bug once or twice before though. Can definitely confirm BC one though.

    Not quite but almost regarding Banished Cells.

    Banished Cells I: Rilis will not move from the platform. Makes for a fun close fight.
    Banished Cells II: Rilis still zots around the map and can be drawn off the platform. However, the adds do not move off the platform and can usually be ignored (at least on normal mode).

    Did Banished Cells 2 on vet a couple of days ago. None of the daedroths came off that platform where they spawn. Made it really easy to leave 3 alive for the extra key on the pledge

    Same for veteran. HM for vPledges was super easy the other day because of it. :)

    i once also had the bug with varain pellingar and i was lucky that we were two players with range attacks (+ me as the healer)
    it's really annoying when your tank or dd can't attack because they are only melee players...

    but never had the BC bug

    Weird stuff does happen once when fighting the goblin boss in fungal grotto somehow or another he got stuck midair the entire fight. I tossed a meteor just as he jumped and it hit him before he landed. Easy kill but no loot.
