Steel Tornado vs Brawler...which has more damage

Almost everyone raves about Steel Tornado and I am just curious...does the AOE from 2H Brawler is comparable to Steel Tornado ?

Or Steel Tornado is just better ?

I am asking especially with respect to damage.

ST does more damage as enemies health gets lower. That combined with the Slaughter passive gives the advantage to Steel Tornado.

Steel Tornado is effective against 1 or many targets, Brawler shines when hitting 3 or more targets. Brawler is great if you can gather large piles of mobs then you have a never ending shield taking no damage. The problem with Brawler is it sucks when you're down to a single target, the shield isn't worth it and it wastes more resources. Steel Tornado is just as effective against 1 enemy as it is against multiple, as is better against boss targets overall.

Imo ST is weaker now, also with 2h u get lot of regen and u do splash dmg with 3 skills i find it way more easy to play and more rewarding cuz u get lot of stam back with heavy attacks and regen...

Biggest problem with running 2h over dual wield is also losing 1 item bonus, which matters a lot:

You can have 2 sets + full monster set

2 sets + 1 piece monster + vma 1h dagger/axe

A bit of topic, Whirling Blades (the other morph of Whirlwind) should get some love. I like what it does now, but I would like to see it a bit boosted.

I have had great results with:

MASTER 2 HANDED SWORD

Cleave and morphs hit for 600 additional damage. While the sword is equipped gain 160 Weapon Damage.

Steel tornado is the best single skill, its larger range and pbaoe nature makes it easy to use.

That said brawler is just one third of 2hs aoe capability, every attack you weave is also going to be doing splash damage, as well as reverse slice which is worth using as your spammable in trash fights even from full health.

2h is much better when fighting a few enemies with lots of health simultaniously (boss fights with 2-3 bossess or constant adds). DW works better for clearing easy trash near instantly, you just run in and spin. DW is much more comfy for public dungeon farming, for example, becuase it requires less precision.

If you are more likely in situations where all mobs are very close to you and you have sustain issues, whirling blades.
If you do know how to sustain your stamina (or you have 5p vicious ophidian), then it's better to have a larger range, being able to hit more.

On topic: Steel tornado is indeed better in regards to damage output, because of the 360 vs cone and the dual wield passives. The two-handed passives focus more on basic light and heavy attacks, while DW has a few passives that can increase the damage of your DW skills.
