According to this post enemies who are 'resistant' gain a whopping 25 or 300 resistance (overland or dungeon respectively). I was wondering if that paltry number is actually true, and if so, what kinds of enemies are 'resistant'.

Its not just 25 or 300 resistance, in veteran dungeon and trials enemies resistance ranges b/w 12k - 18k.
Approximately 662 resistance is equals to 1 % damage reduction.
Resistance cap is hardcoded to 33.1 k which is like 50% damage reduction (achievable for tank players)
