Can it be used on weapons? Say use twice fang dagger/axe combo instead of vicious ophidian, or the moment I swap bars I lose the extra pen?

It has a 3 second duration so you could swap bars. Only issue being that the set procs off all damage so you could be lowering penetration on either bar while you go through your rotation instead of just one.
