BUG: Bounty levelling with character progression!

It seems unreal but it's true, bounty increases simply by levelling character, how it that possible is above me.
Could you ZOS deal with this asap as it seems a major bug?
I was levelling with Hadran's Caravan just to make about 180-200k bounty and then to work hard on gaining passives to decrease it to zero while avoiding guards and living as fugitive to some point from which I'd start a new life.
But this level of immersion is impossible since with every new level the bounty is increased just by levelling, not due to new crimes, which I no longer do.
This way I have now 240k bounty and it grows with each level (my alt is now 23).
Was it intentional? That mechanics is simply illogical and ridiculous.
