I've worked on mmo games before and below is how I would do it
First you need to create a transmogrification stone.
You need to obtain a style materiel and a temper, the temper must be the same quality as the item in the same way as tempers are used in housing, this is a cosmetic thing after all
So for example, to turn a green quality red mountain chest into the akaviri style you would need the gold scale style materiel and a green temper, or to turn a gold julianos staff from nord to stalrim you would need a gold temper and the stalrim itself, perhaps master crafters could make more than one using the same mats.
The crown store could then get its cut by offering a universal transmogrification stone which would only require a style materiel, so you can get it in the store or in game. Implementation would be a matter of how to tell the game to draw from a diffrent file and use that to replace the one the item comes with.
I hope they do something as I like many people are fussy about how the charecter looks, I don't grind dungeons as I just don't like how the dropped sets look and I'm not a fan of the current range of costumes, if I could alter the look I would be a lot more likely to go hunting for these items

They will receive a tidal wave of criticism (both from this game's players and the MMO community in general) if they paywall this. I really doubt Zenimax is stupid enough to make that blunder. Although you never know.
I know everything is paywalled in this game, but transmog is something literally every MMO on the market launches with. Paywalling such a basic feature would be PR suicide.
