Cyrodill Mission Board - can't interact - RESOLVED

I returned to Cyro after a long break with a character and can't interact with the Mission Boards by the 2 Generals.
I do have Fighters Guild Bounty Passive.
I can interact with it with other characters.
My quest log is not full.
I have no Cyro quests in my log at all.
It is possible I previously had missions from here and abandoned them when I stopped playing in Cyro (can't remember for sure).
ESO Support suggested Repair which I have done - no change.
Anyone had the same issue and resolved it?

No, the Bounty Board passive is for Cyro - check out the tooltip, but thanks anyway

I had not completed the tutorial (everyone was dead from being attacked at the Temple but I'd forgotten it as it was two years ago
)
So, went to the Temple, talked to them, back to base - all sorted
