Ping spikes, disconnects and mount spawn delay for numerous players since week of 6/19/17, NA/PC

Since maintenance this week of June 19, 2017, I and many of my guild mates and friends have had intermittent ping spikes to max ping (999 on game meter, or 4000+ on addOn meter), occurring 2-3 times per hour, sometimes leading to disconnect. This is persistent across multiple characters, accounts, and zones. I am on Google Fiber, comp is i7, nVidia 1070, and 16GB. Trace route shows no other impediments. I am located in Texas, USA, and other affected players are from various locations. Also note there is a frequent long (3-5 seconds) delay time between summoning a mount and its appearance and subsequent mounting by the character.
